Andrej Milovic is a lawyer, blockchain consultant, and cryptocurrency investor.
He served as the Minister of Justice in the 44th Government of Montenegro and as a member of the Judicial Council of Montenegro.
He led the team responsible for securing IBAR (Interim Benchmarks Assessment Report) for Montenegro from the European Union, making a key contribution to the country’s EU integration process.
Milovic also served as a member of Montenegro’s National Security Council, playing an active role in shaping state policies in the fields of justice and national security.
In the 42nd Government of Montenegro, Andrej Milovic served as the State Secretary at the Ministry of Justice, Human, and Minority Rights, as well as a member of the Prosecutorial Council of Montenegro.
He was appointed to this position after serving as the Director-General of the newly established Directorate for Blockchain and Cryptocurrencies within the Ministry of Finance and Social Welfare, making him one of the pioneers of institutional blockchain development in Montenegro.
Before entering public service, Milovic worked as a lawyer at Prelevic Law Firm, where he represented clients in court and administrative proceedings in the fields of commercial, administrative, and property law. His work was particularly focused on foreign investments in real estate, the citizenship-by-investment program, and blockchain technology applications.
He also served as a consultant for the government’s program to legalize illegally constructed buildings, assisting citizens in cooperation with the Ministry of Sustainable Development and Tourism, within a European Union–funded project.
Andrej Milovic began his professional career working on infrastructure projects in the field of environmental protection, financed by leading international financial institutions, including the World Bank, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
Within these projects, he worked at Project-Consulting Ltd. Podgorica, a company founded by the Government of Montenegro, where he served as an assistant coordinator for international cooperation and gained his first experience in managing international development programs.
In terms of education, Andrej Milovic obtained a Bachelor’s degree in Public Administration and European Affairs in 2011, followed by Specialist Studies in European Studies (Spec. Sci.) in 2013 at the Faculty of Political Science, University of Montenegro.
He later earned a Bachelor’s degree in Law from the University Mediterranean in Podgorica in 2015, and completed Specialist Studies in Judiciary (Spec. Sci.) at the Faculty of Law, University of Montenegro in 2016.
During his academic years, Milovic was a multiple award-winning student, recipient of several academic honors and scholarships, and at the age of 20, he became a member of MENSA, the international organization for individuals with exceptionally high intelligence.
